The Ministry of
Environment and Forestry (Kementerian Lingkungan
Hidup dan Kehutanan),
is responsible for establishing and enforcing emissions regulations. Other standards, both mandatory and
voluntary, may be obtained for a fee from BSN,
the National Standardization Agency of Indonesia. Other agencies involved in
regulations related to vehicles include:

– with concern to materials, parts, and products

The Ministry of
Trade – with concern to imports and labelling

The Ministry of
Finance – with concern to import duties and taxes
What
are the different types of regulatory documents in Indonesia and what are their
functions?
For example, in Europe, there are Directives, Decisions and other
documents.
Emissions regulations are
Ministerial Regulations and Ministerial Decrees. The hierarchy of Indonesian
law is illustrated in the table below.
Before issuing a new regulation, a draft will be published
in the agency website. Drafts are open
to the public for comment and discussion. Members of the public may also request
a new regulation. Inquiries may be sent to the related ministry (e.g., Ministry
of the Environment), for further discussion and consideration.

What
is the current state Electric Vehicle regulations in Indonesia?
In 2020, a suite of
regulations were issued to promote the safe construction of, or conversion to,
electric vehicles. These
regulations, which can be found on RegNet's site (subscription required)
include type approval, requirements for special vehicles (e.g. scooters,
electric bicycles, etc.) and the conversion of fuel-based vehicles to
electric.

As of February 2021,
Indonesia does not have autonomous vehicle regulations.
M, N,
and O Category Vehicles – Meeting EU Standards
As of October
2018, Indonesia is at Euro 4 standards for new M, N, and O category vehicles as
per Regulation P.20. See article 2,
paragraph 1 and Appendix I.
Two and Three-wheeled vehicles (L-Category) - Meeting
EU standards
Indonesia
is currently at Euro 3 standards.
